Take to the local Child Support Agency they will put you in touch with the right agency. They will handle hooking you up with the VA Child Support people. That way there is no way there is no mix up later.
You have to do the child support where the child resides in most states. If you want to start paying child support just start sending money orders for the amount with child support in the memo and keep all the stubs. There are plenty of books in your local library that cover child support and parents coming to mutual agreement w/out involving the court system.
